The study reported here examined the impact of WTO regime on a purposive sample of entrepreneurs in three states (Gujarat, Maharashtra and Tamilnadu) that are leading in exports. Indian entrepreneurs were found to be responsive to WTO provisions as a function of their awareness of the provisions, size of operations, and sector of operation. With respect to state level policy environment, no significant differences among the three states could be discerned.
